
The call aims to enhance the quantity, quality and impact of such reporting, in as many languages and EU countries as possible and particularly where this offer is scarce. Part of the support is specifically dedicated to set up and/or maintain an EU international audiovisual news service in Hungarian.
Applicants are expected to produce and disseminate news content using both traditional and new media formats and distribution channels. They are strongly encouraged to propose common content offers across borders, must implement a shared pan-European visual identity and outreach strategy, and encourage exchanges of opinions and debates on key topics affecting European citizens.
The call for proposals is split into three different topics focusing on audiovisual and on online/digital reporting. Applicants can apply to either one, two or all three topics, however, they must fill in separate proposals for each topic. The call is open to both single applicants and consortia, and organisations and activities must be established in EU member states. The selected projects should start between October and December 2025.
Topic 1 – Production and broadcasting of AV news programmes and reports on EU affairs, including activities and policies of the EU institutions
This action aims to increase the coverage and availability of audiovisual news content on EU affairs from European perspectives. It aims to fund one proposal with an EUR 7.5 million grant (co-financing rate of maximum 95%).
This topic provides support for the production and broadcasting of audiovisual information programmes with a special focus on the policies and activities of the EU and its institutions, as well as European matters from a European perspective. Applicants are encouraged to dedicate their efforts towards television programming on a daily and weekly basis and may include digital formats and news items, nevertheless, the in-depth reporting on current EU affairs is notably encouraged. The content must be provided in at least 5 EU languages and target the widest possible audience in the EU.
Projects should have a duration of between 12 and 14 months.
Topic 2 – News services in languages with limited coverage of EU affairs and/or where the diversity of EU news content can improve
This topic aims at building or developing international, audiovisual news media offers in EU countries where media pluralism, market plurality and content diversity can improve, including in language markets where the availability of content on EU affairs is limited. It is budgeted at EUR 3 million (co-financing rate of maximum 95%) and aims to fund one proposal.
A primary focus of this topic is establishing and/or maintaining an EU international audiovisual news service in Hungarian. Applicants might accompany the provision of a service in Hungarian with other languages in EU countries where further provision of independent content on EU affairs has the potential to increasing media pluralism. In all cases, applicants should leverage digital means and technologies to expand audience reach.
Projects should have a duration of between 12 and 14 months.
Topic 3 – EU online reporting
This topic provides support for (a) establishing and/or enhancing online information projects and (b) enhancing people’s access to reliable online information across the EU, and more specifically about EU affairs. Under Topic 3, two projects are funded for a maximum grant amount of EUR 3 million. The maximum grant amount per project is set at EUR 1.6 million (co-financing rate of maximum 95%).
Applicants are invited to develop common digital news offerings, using innovative editorial formats and dissemination strategies, focusing on the EU and its Member States. They must adhere to European editorial standards, use shared pan-European branding, content offers and outreach, encourage discoverability of diverse opinions and facilitate debates on key topics affecting European citizens. The topic aims to result in common online news content offers available in at least 5 EU languages under EU-focused branding provisions and editorial arrangements.
Projects can have a duration of between 18 and 24 months.
Background information
This call for proposals is part of the Multimedia Actions, funding EU information, news and programmes for the public from a European perspective. Their aim is to increase the visibility of the EU institutions’ work, the decisions taken, and the steps involved in building the EU.
The Commission publishes annual financing decisions, constituting the annual work programme for the implementation of Multimedia Actions. The 2025 Financing Decision includes a call covering Pan-European reporting.
